Frank Swain is a compliance and contract lawyer, specializing in support of clients on opportunities and issues related to government contracts and regulations. His support of clients includes contract bid and compliance counseling, informal audit and dispute resolution, and administrative and judicial appeals and defense of protested contract eligibility and awards. 
He also regularly counsels businesses offering technology, services and commercial products to apply for or renew Federal Supply Schedule (FSS) contracts with the General Services Administration and the Veterans Affairs Department. He has particular experience with Buy America regulations imposed on federal contractors and the impact of trade treaties and related trade remedies on federal contract and sales compliance.

Health & Bioscience
Frank's extensive experience with health issues and organizations informs his advice to health research and health care product organizations. He particularly focuses on contract and research grant issues, including data privacy and technology standards.

Technology & IT
Frank advises clients with technology and IT products regarding U.S. government licensing and rights issues, as well as growing requirements for data privacy and cybersecurity.

Insurance & Financial Services
Frank regularly advises clients on financial services regulatory issues, U.S. Treasury approval of surety carriers and SBA financial program issues.

Food & Agriculture
Frank represents trade associations in the food and agriculture industry, providing analysis and implementation guidance on the Food Safety Modernization Act (FSMA) and federal regulation of food labeling.

Past Experience
Prior to joining Faegre Baker Daniels, Frank served as the Chief Counsel for Advocacy at the United States Small Business Administration. He also served as legislative counsel to the National Federation of Independent Business and was in private practice in New York.
